		<description>The technology that you are speaking of does not exist.  Currently the smallest setup to turn water into fuel is very large and requires more energy than it can make.  The smallest fuel cells are around a pound without fuel.  

I suggest you check out this website.  It has a list of fuel cells and specifications.  What is your project I may be able to give some assistance in alternative energy.</description>
