    2. You can't. Or even if you could it wouldn't do you any good. You would need high tech manufacturing equipment costing far more than the fuel cell to make one. Just like the blueprints for a V8 engine would not be enough for you to make your own V8 engine. You would need a complete machine shop, and maybe a foundry too, costing FAR more than an engine to make an engine.
